Crime and the Death Penalty For most crimes committed in the United States a fine, sentence of time in jail or execution is the punishment. However, the death penalty is the most questionable punishment. Is it morally right? Is it effective in deterring crime, primarily murders? Weather or not you agree if it is moral or not, one issue remains. The death penalty is not an effective way to deter crime. The death penalty has existed as long as humans have existed. The quote "an eye for an eye" is found in the Bible. In the middle ages fines, public humiliation and imprisonment were appropriate punishments for all crimes, and death penalty for all murders. Today, Federal law states that the death penalty is to be enforced with convicted criminals for: treason; deserting armed forces during wartime; murder committed by a soldier; kidnapping and murder that involves crossing state lines; murder committed during an airplane hijacking; and of course, homicide. The death penalty is also called for punishment of for: attempting to kill anyone investigating or prosecuting his or her activities; advising, directing, authorizing or assisting in the murder of someone. Also, The Anti-Drug abuse act of 1988 calls for the death penalty for all drug related killings. Along with that, The bill amending sec. 848 to controlled substances act calls for the death penalty or life imprisonment for certain drug offences possession of 10 or more kg of heroin, cocaine, phencyclidine or analogue. Added to that, The drug kingpin act sates the use of death penalty for convicted major drug dealers caught with huge quantities of drugs, over 66 lbs. of heroin and 330 lbs. of cocaine. Even though there are these federal laws requiring the use of the death penalty for the crimes, State laws only consider one crime, murder, to be a capital offense. In the United States alone there have been 4047 executions since 1930, and 188 were from 1977-1996. In 1996, there were a total of 15,168,100 arrests; 33,050 for forcible rape; 1,506,200 involving drug violations and 19,020 for murder and non-negligent manslaughter. The death penalty was enforced 45 times. The death penalty is an expensive punishment, since 1976 the united states have spent 700 million dollars in it. Methods of the death penalty include lethal injection, gas chamber, electric chair, hanging and fire squad. In a 1986 poll 70% of Americans favored the death penalty as a punishment for murder. There have been many comparisons of crime rates of death penalty states to non- death penalty states. These clearly show that the death penalty has no effect on the deteration of crime. The homicide rates in Michigan, Ohio and Illinois rise and fall along with Wisconsin. Michigan, Ohio and Illinois all have the death penalty. Wisconsin does not. In 1994, the average murder rate in a death penalty state of a population of 100,00 was 8.0, for a non-death penalty state, 4.4. In Canada the homicide rate per 100,000 people was 3.09 in 1975, this was when they had the death penalty. In 1976 Canada got rid of the death penalty. In 1986 the crime rate decreased to 2.19 per 100,000 people, the lowest in 15 years. Isn't it odd that the crime rates were high with the death penalty and low without? Clearly this shows that the presence of the death penalty has no effect on the increase or decrease of crime rates. Even with the death penalty, crime rates continue to rise and fall in the United States. The number of people on death row in 1967 were in 1972: 200 and in 1997 3,100. Crimes will be committed weather or not death penalty is a method of punishment. Many people believe that the death penalty isn't an effective way to deter crime. "The proposed drug death penalty is not only barbaric but also foolish: a temper tantrum masquerading as an act of government. It holds no promise for suppressing the drug trade, and may even be counterproductive" (Franklin E. Zimny) Time magazine, 1997 said 52% of Americans do not believe the death penalty deters people from committing crime. In a recent poll of police chiefs, 2/3 said they don't believe the death

Bridge expansion joints can be broadly classified into two types: open joints and closed joints. The open joints are not water proof. Water and debris are allowed to fall through the joints. The water erodes the soil under the structure, strains the bent cap and columns, is detrimental to adjacent steel girders, diaphragms, bearings and is a nuisance to any traffic under the structure. The closed joints on the other hand are water proof and have become an alternative to open joints due to the many advantages that they provide (Blockley, 2010). There are three most common types of open joints used in Australia. The butt joints provide an open space between adjacent edges of the deck. They are used where the movements are of a rotational nature or where the thermal movements are small. The edges are usually protected with metallic armor which is subject to corrosion (Lima, 2006). The open space frequently fills with debris making the joint less effective. Period maintenance is mandatory to clear up the joint and the debris. The second type is the plate joint which accommodate greater movements than the butt joints, usually between one and three inches. A sealant is placed in the joint that prevents some water from passing through. It also prevents the accumulation of debris that can make the joint ineffective. The third type of joint is the tooth joint or the finger joint (Gottermoeller, 2004). They are usually used on long bridges to accommodate large movements. They are usually placed in the span near the point of contra flexure. Drains are placed to prevent drainage across the joint if feasible. In some areas they are provided with a drainage system to collect the water passing through. These joints are used where water and debris passing through cannot damage anything below the bridge. The Problem of Magwitchs return in Great Expectations :: Great Expectations Essays
The Problem of Magwitch's return in Great Expectations It would be fair to say that Australia's role in Great Expectations is fairly minimal. It simply functions as a plot device; a place to deposit Magwitch when he is no longer required and a place for him to return from when needed again to further the plot. With the rise in postcolonial studies, however, Australia and Magwitch's experiences there have become the focal points for new readings of the novel. Thus it is through a postcolonial reading of Great Expectations that the issue of Magwitch's return can be addressed. As I have already pointed out, Dickens uses Australia to get rid of Magwitch in the first place and then to have him return. This return I have always found to be problematic: why does Magwitch come back under the threat of death? The answer 'to see Pip' is not satisfactory. However, a postcolonial reading of the novel, I feel, offers a more plausible explanation. Magwitch's identity and status with regard to the empire throughout the text is an important factor in his motivations for returning. In Postcolonial terms, he is seen through the eyes of the empire (and those of the reader) as other. Pip's first encounter marks him thus, firstly as a convict and then through the cannibal references when he threatens to eat Pip's 'fat cheeks' (3 GE) and threatens to have another convict eat his heart and liver. Due to Magwitch's otherness and subsequent inability to function in normative society, he, along with his heart eating fellow cannibal, is being transported, displaced and removed from the centre. the shipment of convicts to Australia was familiar to Dickens and, though never having gone there, he was a firm believer in its benefits for both the convicts and the imperial centre: it was the 'solution for all social problems for England' (Coral Lansbury, Charles Dickens and his Australia). It seems, for the Victorian reader at least, that no elaboration on Magwitch's Australian life was needed other than that he obtained his freedom and gained financial success for his plans for Pip. This plot development would be entirely plausible and unquestioned by Dickens' readers. A convict could easily better themselves socially as well as financially, particularly under pro-emancipist governor Lachlan Macquarie. And although a class system did exist in Australia, it was less rigid than in England and would have allowed for Magwitch's prosperity.

Management Structures
Efficient management structure that meets the needs of an organization is definitely a must in every company. Needless to say, there are various management structures, but each one of them does affect both daily and long term activities of a company. Departmentalization In general, departmentalization refers to grouping activities into separate departments that are coordinated by a specialist or a group of specialists depending on the size of an organization (Torbiorn, 2004). Whether departmentalization is functions, product, customer, geigraphic, process, or a mixture of the stated above types, the affect on daily activities varies accordingly. As a result of departmentalization, the work process is built around certain products, services, or locations; the effeiciency of the production process also increases. To be more specific, the need for extensive external coordination reduces, since ability for the internal coordination within one unit increases, which means that daily company activities are more structured better organized around a certain factor, i.e. customer support department is built around the customer. Matrix Organizations In matrix management, workers in a company are grouped based on their skills, i.e. high-tech specialists work in the IT department (Shell, 2003). In this case, several projects can be assigned to a single department, which then leads to employees reporting to several project managers. Given workers are engaged in narrow activities and are grouped based on their specialization field, the depth of knowledge of employees increases. For instance, Java programmers, being involved solely in programming on this language, have their daily activities centered on this narrow activity, which then leads to narrow professional growth. The Project Team In the case of the project team, people are grouped together based on the common function, project they need to carry out (Shell, 2003) Given people are viewed as a one team, the performance is assessed based on mutual work, which then increases the ââ¬Å"team spiritâ⬠. The daily work of team members is more supportive especially in situations when, for instance, one of the the members of a group team failed to carry out a task assigned. The Collegial Model Under the collegial model, the deision making process consensual and involves representatives of all parties affected by the decision (Nicholl, 2006) This management structure is more of idealistic, as daily activities of an organization are centered around meaningful progress, which even though leads to a greater level of empowerment and increases the level of interest, is still less efficient. This includes situations when a decision must be taken that has a negative impact on one or more parties that still must be taken for the mutual benefit. As the daily decision making process is more complicated, time and efforts consuming. It should be noted, that all management structures have positive and negatives sides, whereas implementation of a definite structure is a matter of specific organizational needs of a given company.
